"A web portal is a site that provides a single function via a web page or site. Web portals often function as a point of access to information on the World Wide Web. Portals present information from diverse sources in a unified way. Apart from the search engine standard, web portals offer other services such as e-mail, news, stock prices, infotainment, and other features. Portals provide a way for enterprises to provide a consistent look and feel with access control and procedures for multiple applications, which otherwise would have been different entities altogether. An example of a web portal is Yahoo!."
Wikipedia

Web Portals (or CMS Portals) is a kind of Content Management Systems (CMS) that provide personalized capabilities to their visitors. With portal CMS a webmaster can create community-based portals with an automated web site allowing users and editors to post new items, comment articles, discuss different topics, etc.

Some CMS are better suitable for to create web portals than others. That doesn't mean that they can not be used as more regular CMS for developing and updating your web site. It just means that it is easier to create online communities with these systems.

These CMS portals can be extended with plugins, modules, hacks, etc. You can also change the look and feel with a lot of skins/themes, both free one's and commercial skins/themes. There is also a variety of languages supported if you don't use English. With many of these systems you can also integrate other software, e.g. galleries, wikis, etc.

PHP-Nuke is a web-based automated news publishing and content management system based on PHP and MySQL. The system is fully controlled using a web-based user interface. PHP-Nuke was originally a fork of the Thatware news portal system.

The main aim of PHP-Nuke is to allow a webmaster to create a community-based portal, with an automated web site allowing users and editors to post news items (user-submitted news items are selected by editors). Users can comment on these articles using the comments system.

Modules may be added to the PHP-Nuke system, allowing the webmaster to add more features (such as an Internet forum or calendar) to their PHP-Nuke installation in addition to the core modules such as News, FAQ and Private Messaging. The whole system is maintained by administrators using the web-based administration section.

PHP Nuke is popular Web Portal software, a solution for any webmaster who would like to develop his own portal.

PHP-Nuke has been criticized for containing many security holes, including SQL injection via unchecked PHP code. PHP-Nuke has also been criticized for not being easily indexed by the internet search engines.
